Am wondering who is eligible for grant assistance for third level?
Generally speaking, students who are entering approved courses for the first time are eligible for grants where they satisfy the relevant conditions as to age, residence, means and nationality.
What is the age requirement?
HEG, TLT and VEC Schemes - a candidate (i.e. the person applying for the grant) must be at least 17 years of age on 1st January of the following year PLC Scheme - a candidate must be at least 15 years of age on commencement of the course.
For the purposes of the grants schemes a candidate is defined as follows: -
Mature candidate means a candidate who is at least 23 years of age on the 1st January in the year s/he starts the course or re-enters an approved course. A student who reaches the age of 23 during their course of study does not become a mature candidate.
Candidate other than a mature candidate means every candidate who is under 23 years of age on the 1st January in the year s/he commences an approved course.
What is the residency requirement?
The candidate’s parents or guardians, or, in the case of an independent mature candidate, the candidate herself/himself, must have been ordinarily resident in the administrative area of the County Council/Corporation/ VEC from 1st October, of the previous year.
The County Council/Corporation/VEC has discretion to waive this requirement in exceptional circumstances.
What is the Nationality requirement?
You must be an E.U. national or have Official Refugee Status or have been granted Humanitarian Leave to Remain in the State.
