The National Association of VTOS Co-ordinators is hosting a National
Conference in Castleconnell as part of National Adult Learners Week
2009.
Established in 1989, VTOS allows adults who are over 21years and in
receipt of Social Welfare payments for over 6 months, to join a
full-time, structured learning programme in an adult setting, for 2
years and retain their payments while studying.
The scheme has been one of the few long-term initiatives to bring early
school leavers and unemployed adults back into education.
Speaking at the conference in the Castle Oaks Hotel, Councillor John
Gallahue, Cathaoirleach of Limerick County Council, stated, “It is
difficult to return to the classroom having left the system for some
considerable time. As a local Councillor I have met some individuals
who had serious doubts about returning to education, but I am delighted
to say that their VTOS experience has been rewarding both personally
and in their subsequent working lives.”
Cllr. Gallahue praised VTOS for its ability to adapt to the ever
changing demands that are placed on the Irish workforce.
He continued, “The economic downturn has forced those associated with
VTOS into rethinking the scheme’s role going forward.
They have responded excellently by introducing flexible programmes
towards upskilling with reflection as a key towards dealing with the
major changes of our time. The programmes offered by VTOS range from
childcare, to business, to information technology, to art, to food,
health and land based activities, with collective collaboration via
partnerships and Meitheal-based activities on projects selected by the
learners.”
“As it enters celebrates 20 years in existence, it is abundantly clear
that VTOS is prepared to reinforce its invaluable position and leading
role as an adult education provider and a significant instrument for
social inclusion.
It continues to develop an adult education methodology to listen to and
respond to learners from a variety of ages, abilities, nationalities
and experiences. Long may this continue,” concluded the Cathaoirleach.
