In 2003 significant changes were made to the Irish education system with the introduction of the National Framework of Qualifications.  Designed to encompass all education and training awards in Ireland, this new framework provides recognition for learning achievements at any level.  It was brought into being to help Ireland move toward a ‘lifelong learning society’ where people can access learning at any stage of their lives.  And in order to do that, our education system needed to be changed to ensure more flexibility.

What is the National Framework of Qualifications?
The National Framework of Qualifications is a system of 10 levels covering all types of learning – from the very basic to the most advanced.  Because it is based on standards of knowledge, skills and competence - it incorporates awards made for all kinds of learning.  School, Further Education and Training, and Higher Education are all included.

What the National Framework has done is significantly reduce the number of bodies that can make educational awards in Ireland. In order to understand this framework better, it is important to know who these awarding bodies are.

The State Examinations Commission – makes all school awards

The Further Education and Training Awards Council (FETAC) - makes all further education and training awards from Levels 1-6. FETAC is now the sole awarding body for all further education and training awards included in the Framework.  This involves awards previously made by Fáilte Ireland (CERT), FÁS, NCVA and Teagasc.

The Higher Education and Training Awards Council (HETAC) – makes all higher education and training awards outside of the University sector from Levels 6-10

The Dublin Institute of Technology (DIT) – makes its own awards from Levels 6-10

The Universities - make their own awards from Levels 7-10
Some professional bodies also have rights to make awards and can apply to have those awards included in the Framework.


Changes to Previous Qualifications
As a result of the new framework, some qualifications have changed.
These include:

  • NCVA Level 2 & 3 have now become FETAC Level 5 and 6
  • National Certificate has now become a Higher Certificate
  • National Diploma has now become an Ordinary Bachelors Degree

The European Dimension
Another reason why the National Framework of Qualifications came into existence was due to development at European Level.  The EU has put a range of initiatives in place such as the European Qualifications Framework which are all aimed at increasing the mobility of its citizens. Our National Framework of Qualifications enables us to participate in these initiatives and means that Irish qualifications are easier to comprehend and more transferrable outside of Ireland.

What this means for you
By providing a framework for all qualifications, the learner is now at the centre of education and training in Ireland.  Prior to its introduction, it was very difficult to compare and contrast the level and standard of different qualifications.  However students can now make more informed decisions about their qualifications and see what progression is available to them. They can clearly explain what qualification they hold, which is crucial when undertaking further learning or applying for a job either at home or abroad.
